Scholarship for Afghan Students 2025: The Government of India’s e-VidyaBharati (e-VB) Tele-Education Network Project is a major initiative that aims to support Afghan Students by offering 1,000 fully funded online scholarships every year. Eligibility Criteria

To apply for the e-VB Tele-Education Scholarship, applicants must meet the following criteria:

1. Nationality

The student must be an Afghan citizen.

2. Country of Residence

  • The applicant may live anywhere in the world but must possess a valid Afghan National ID or Passport.

3. Age Limit

  • As of July 1 of the academic year:
  • UG / PG Courses: 18 to 35 years

4. Academic Qualification

  • Students must meet the academic eligibility requirements set by the respective Indian universities they choose. Each university may have its own subject and grade requirements.

5. Eligible Indian Universities

  • Only UGC-approved universities offering online programs are allowed under this scheme. Students must select courses only from the list mentioned in Appendix A on the iLearn portal.

How to Apply

The application process involves two simple steps, and both must be completed to be considered for scholarship approval.

Step 1: Register on the iLearn Portal

  • Visit www.ilearn.gov.in
  • Complete the registration using
  • Full Name (as per Afghan National ID)
  • Active Mobile Number
  • Valid Email Address
  • Afghan National ID/Passport
  • Country of Residence
  • After registration, your details will be auto-filled when applying to universities.

Step 2: Apply on the Selected University’s Portal

Once you choose a course and university on the iLearn portal, you will be redirected to the university website. You must then:

  • Fill the application form
  • Upload academic certificates
  • Upload Afghan ID/Passport
  • Upload photo (50–250 KB)
  • Only one application per student is accepted.

Students must upload the following documents in JPG/PNG format (50–250 KB):

  • Passport-size photograph
  • Afghan National ID/Passport (with DOB)
  • Academic transcripts
  • English translation of documents (if required)
  • Universities or the Indian Mission may request original documents for verification.

All programs are taught in English, so students must have basic English reading and writing skills to understand course content.

Selection Process

Your application will go through multiple rounds of verification:

  • Indian Mission in Kabul verifies identity
  • Implementing Agency checks document accuracy
  • ICCR/MEA gives final approval

Once selected, the university will send an official admission confirmation email.

Scholarship Coverage (Full Fee Support)

The scholarship covers 100% of the course cost, including:

  • Tuition fees
  • Examination fees
  • Registration fees
  • Re-examination charges
  • LMS access and e-content
  • Degree issuance charges

The amount is paid directly to the Indian university.

Performance Requirement

  • Students must pass each semester.
  • Scholarship for the next semester is released only after passing the previous exams.

Once enrolled, students receive LMS login details. The LMS includes:

Exams are conducted online using Safe Exam Browser with remote proctoring.

Students receive a digital degree online and a physical degree through the Indian Mission in Kabul.
